According to the newspaper, the Texas Commission on Environmental Quality's governing board approved the permit on Wednesday. The permit had been contested by area residents and environmental groups, but SDI in March reached a compromise agreement that helped clear the way for its issuance. 

Sinton city manager John Hobson told the newspaper that SDI had gone to "great lengths" to ensure the mill would meet or exceed requirements.
