EU Suspects Chinese Circumvention of Anti-Dumping Measure
11/27/2019 - The European Commission has launched an inquiry into whether Chinese exporters are circumventing anti-dumping duties on corrosion-resistant steel.
According to the commission, evidence suggests that exporters are avoiding the duties by making small modifications to the covered products, either by applying a coating of oil, slightly increasing the amount of alloying elements, or by changing the anti-corrosion coating from zinc or aluminum to zinc-magnesium-aluminum.
“The prima facie evidence demonstrates that there is no due cause or economic justification (for the modifications) other than the imposition of the duty for such practice, process or work,” the commission said.
It also said it has evidence showing that duties are being undermined both in terms of quantity and price.
“Significant volumes of imports of the product under investigation appear to have replaced imports of the product concerned," the commission said.
