Commerce Preliminarily Finds Unfair Dumping of Drill Pipe from China
08/09/2010 - The Department of Commerce has preliminarily determined that Chinese producers/exporters have sold drill pipe in the United States at margins ranging between 0.00 (de minimis) and 429.29%.
The Department of Commerce recently announced its affirmative preliminary determination in the antidumping (AD) duty investigation of imports of drill pipe from P.R. China. It preliminarily determined that Chinese producers/exporters have sold drill pipe in the United States at margins ranging between 0.00 (de minimis) and 429.29%.
Mandatory respondents DP Master Manufacturing Co., Ltd. received a preliminary dumping rate of 206.00%; Baoshan Iron & Steel Co., Ltd. received a rate of 7.64%; and Shanxi Yida Special Steel Imp. & Exp. Co., Ltd. a rate of 0.00%.
Three additional Chinese producers/exporters qualified for a preliminary separate rate of 106.82%. All other Chinese producers/exporters of drill pipe received a preliminary China-wide dumping rate of 429.29%.
As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.
Petitioners for this investigation are VAM Drilling USA, Inc.; Texas Steel Conversions, Inc.; Rotary Drilling Tools; TMK IPSCO; and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO-CLC.
The products covered by this investigation are steel drill pipe and steel drill collars, whether or not conforming to American Petroleum Institute (API) or non-API specifications, finished or unfinished (including green tubes suitable for drill pipe), and regardless of the specific chemistry of the steel (i.e., carbon, stainless steel, or other alloy steel) and to its length or outer diameter.
The combined imports of drill pipe and drill pipe with tool joints attached were valued at an estimated $119.2 million in 2009.
Commerce is currently scheduled to make its final determination in December 2010. If it makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of drill pipe from China materially injure, or threaten material injury to, the domestic industry, Commerce will issue an AD duty order.
