Canadian Tribunal Issues Orders on Hot-Rolled Plate from Three Countries

The Canada Border Services Agency (CBSA) will continue its antidumping duties on hot rolled carbon steel plate from P.R. China, but will eliminate antidumping duties on the same product from the Republic of South Africa and the Russian Federation.
 
The orders follow the Canadian International Trade Tribunal’s complete expiry review of its January 10, 2003, orders for hot-rolled carbon steel plate from P.R. China, the Republic of South Africa, and the Russian Federation.

In its review, the Tribunal found that the dumping of hot-rolled steel plate from China would be likely to result in injury or retardation of the domestic market. The Tribunal also found that the dumping of hot-rolled steel plate from South Africa and Russia is unlikely to result in injury or retardation.


The Canadian International Trade Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
