Mechel Announces New Appointments in Mechel OAO Management

Mechel OAO announced additional optimization of its management structure and changes in company management, including the appointment of Yevgeny Mikhel as Mechel OAO First Deputy Chief Executive Officer; Stanislav Ploschenko as Mechel OAO Senior Vice President Finance; and Pyotr Syrkin as Vice President of Capital Construction for Mechel OAO. The company also appointed Oleg Korzhov as Mechel OAO’s Vice President for Business Planning and Analyses; Elena Selivanova as Vice President for Human Resource and Social Politics for OAO Mechel; and Irina Ipeyeva as Mechel OAO’s Director for Legal Matters Department.
 
 “We continue the process of reorganization and optimization of management structure of the Company, its subsidiaries and sub-holdings,” said Mechel OAO’s Chief Executive Officer Igor Zyuzin, commenting on the new appointments. “Establishment of a stronger professional management team will allow us to retain and strengthen our market positions during the period of world economic crisis as well as to secure efficient interaction of the company’s divisions and make timely and innovative strategic decisions.”
 
Mikhel (35) had served as Mechel OAO’s Vice President—Legal Matters and Director of Judicial Protection and Legal Regulation Administration from September 2007 to April 2009. Previous positions included Chief Counsel and Director of Judicial Protection Legal Regulation Department for Mechel OAO (Feb. 2006 to Sep. 2007); Director of Judicial Protection Legal Regulation Department, Mechel Steel Group OAO. Mechel OAO (June 2003 to Feb. 2006); and Deputy CEO for Legal Matters for Mechel Trading House OOO (until June 2003). He previously served as a legal adviser in the Bureau of Civil Law Disputes and Support of International Economic Activity, as well as Head of the Department of Litigation and Enforcement of Court Orders of Chelyabinsk Metallurgical Plant (May 2000 to July 2002); Senior Legal Adviser at the Chelyabinsk branch of Sberbank (Nov. 1998 to May 2000); Legal Adviser in the Traktorzavodskoye Municipal Enterprise (Sep. to Nov. 1998); and Legal Adviser in Chelyabinsk Metallurgical Plant OAO (May 1994 to March 1998). Mikhel graduated from the Urals State Law Academy.
 
Ploschenko (33) had served as Mechel OAO’s Vice-President Finance since Jan. 2008. He previously served as Acting Chief Financial Officer (June 2007 to Jan. 2008) and Mechel’s Deputy CFO and Deputy Treasurer for Corporate Lending (June 2006 to June 2007). From 2001 to 2006 he held a number of senior positions at Commerzbank AG and Commerzbank ZAO, including his most recent position as the Head of Metal and Mining Industries Group, Corporate Clients Department, Commerzbank (Eurasija) ZAO. Prior to that, he worked as an auditor for Bank's Audit Service LLC (1995 to 1996).
 
Ploschenko holds an MSc in International Securities Investment & Banking from the ISMA Centre at the University of Reading, a BA in International Finance & Trade from the University of Portsmouth (UK), and a Specialist Diploma in International Economics from The Finance Academy under the Government of the Russian Federation.
 
Syrkin (66) previously held the position of Deputy Chief Executive Officer of Capital Construction for Mechel Management Co. OOO, and Deputy Chief Executive Officer for Capital Construction and Director of Administration for Capital Construction Mechel Management Co. OOO. Prior to that he worked for Souzspetsstroy Co. as President and, later, Chairman of the Board of Directors. From 1989 until 2004 he held various positions including Chief Executive Officer of Rostovshachtstroy Co., the Department Chairman for mining construction at Novotcherkassk Polytechnic University. He also was Chief Executive Officer of Donugol ZAO.
 
Syrkin graduated from Kuzbass Polytechnic Institute with a degree in mining engineering and construction of underground mines, Doctor of Science.
 
Korzhov (38) previously held the positions of Mechel Management Co. OOO Deputy Chief Executive Officer for Economy and Finance (since July 2008); Director of the Economy and Planning Department (2006 to 2008); and Mechel OAO Director for the Economy and Planning Office (2005 to 2006). He was Director for economy and finance at Nizhnetagilsky Metallurgical Plant (NTMP) of Evrazholding Co. OOO (2003 to 2005); Deputy Head of Economy Department at Nizhnetagilsky Metallurgical Plant OAO (1998 to 2003); and Head of Economy Department at NTMP OAO. He was Executive Officer of Nikoremstroy OAO (1997 to 1998); Deputy Chief Executive Officer for economy and finance Nikoremstroy OAO (NTMP OAO’s subsidiary) – (1995 to 1997); and various positions at Nizhnetagilsky Metallurgical Plant, named after V.I. Lenin, (1993 to 1995), where his latest position was the Head in the Bureau of Economy and Finance.
 
Korzhov graduated from Urals Polytechnic Institute with a degree in economy and management in metallurgy. He had his post-graduate education in the Academy of National Economy under the Government of the Russian Federation with the degree in general management and a PhD in Economy.
 
Selivanova (46) previously served as Mechel OAO’s Director of Human Resources Department (since January 2007); and Executive Director for Human Resources at Volgotanker Co. (2004 to 2006), where she also was a member of the company’s Board of Directors. She was Director of the Department for Organizational Development and Personnel Management at Firma Omega-97 OOO (2002 to 2004); Head of the Personnel Service at Vympel-Communications OAO (1999 to 2002); and Personnel Manager at Bakster Export Corp. Representative Office (1998 to 1999).
 
Selivanova graduated from the Moscow State Cultural Institute, and had her post-graduate degree in the Higher Psychology College. Ms. Selivanova is a member of Expert Council of Personnel Specialists Association.
 
Ipeyeva (45) previously served as Mechel OAO’s Chief Counsel, Deputy Director of the Legal Department and Director of Corporate Governance and Property Office (since September 2007); General Counsel and Director of the Corporate Governance and Property Office, Mechel Steel Group OAO/Mechel OAO (2003 to 2007); and Director of the Corporate Governance and Property Office for Mechel Management Co. OOO (Feb. to July 2006). Previous positions include Deputy General Director for Property Matters of Uglemet Trading OOO (March to June 2003); Acting Head of the Department for Regulation of Corporate Relations and Property of Southern Kuzbass Coal Company OAO (Jan. 2001 to March 2003); and various positions at the Kuzbassugleobogashcheniye Industrial Amalgamation and the Tomusinskaya Concentration Plant (1988 to 2001), where her last position was Head of the legal department.
 
Ms. Ipeyeva graduated in 1988 from the Kuibyshev State University with a degree in law.
