ITC Makes Determination in Sunset Review of Pipe, Tube from Seven Countries
10/05/2011 - The U.S. International Trade Commission will conduct full reviews to determine whether revocation of the countervailing duty order on certain pipe and tube from Turkey, the antidumping duty orders on certain pipe and tube from Brazil, India, Korea, Mexico, Thailand, and Turkey, and the antidumping duty orders on circular welded pipe from Taiwan would be likely to lead to continuation or recurrence of material injury.
The U.S. International Trade Commission made adequacy determinations for its five-year ("sunset") reviews concerning the countervailing duty (CVD) order on welded carbon steel pipe and tube from Turkey and the antidumping duty (AD) orders on certain pipe and tube from Brazil, India, Korea, Mexico, Taiwan, Thailand, and Turkey (Inv. Nos. 701-TA-253 and 731-TA-132, 252, 271, 273, 410, 532-534, and 536 (Third Review)).
The Commission will conduct full reviews to determine whether revocation of the CVD order on the pipe and tube from Turkey, the AD orders on certain pipe and tube from Brazil, India, Korea, Mexico, Thailand, and Turkey, and the AD orders on circular welded pipe from Taiwan would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.
The Commission will conduct an expedited review to determine whether revocation of the AD order on light-wall rectangular pipe from Taiwan would likely lead to continuation or recurrence of material injury.
Regarding the CVD order on certain pipe and tube from Turkey and the AD orders on certain pipe and tube from Mexico, Thailand, and Turkey, all six Commissioners found that both the domestic group response and the respondent group responses for these reviews were adequate and voted for full reviews.
Regarding the AD orders on certain pipe and tube from Brazil, India, and Korea, and the AD order on circular welded pipe from Taiwan, all six Commissioners found that the domestic group response was adequate and the respondent group responses were inadequate but that circumstances warranted full reviews.
Regarding the AD order on light-wall rectangular pipe from Taiwan, Chairman Deanna Tanner Okun, Vice Chairman Irving A. Williamson, and Commissioners Daniel R. Pearson, Shara L. Aranoff, and Dean A. Pinkert found that the domestic group response was adequate and the respondent group response was inadequate and voted for an expedited review. Commissioner Charlotte R. Lane found that the domestic group response was adequate and the respondent group response was inadequate but that circumstances warranted a full review.
